My understanding is the BSD peeps have been doing a lot of work old GCC to keep it limping along, and the less popular ports are still tied to it.

NetBSD ships with a GPLv3 gcc afaik. OpenBSD decided against it and keeps the GPLv2 release with their own improvements around for the ports that are not supported or not well enough by llvm/clang.
