Personally I'm a fan of using debian stable as benchmark for minimum versions, because it makes it more likely your tools will be usable in e.g. CI/server setting and such. So: Debian 9 Stretch: bison (GNU Bison) 3.0.4 gcc version 6.3.0

Not exactly what you asked, but: OpenBSD http://fluffy.slowass.net 6.4 http://GENERIC.MP #364 amd64 bison --version bison (GNU Bison) 3.0.5 gcc --version gcc (GCC) 4.2.1 20070719 OpenBSD has a strange relationship with gcc due to lots of non-x86/amd64 ports.

Also no Linux, but: FreeBSD 13.0-CURRENT arm64 bison (GNU Bison) 3.3.2 gcc: Command not found. cc --version FreeBSD clang version 8.0.0 (tags/RELEASE_800/final 356365) (based on LLVM 8.0.0) It's clang version 6.0.1 on FreeBSD-12, which I also use.
