why do jal and beq instruction formats are so... weird? wha'ts up with the permuted immediate?
It's optimized for efficient decoding of immediates in hardware. For example, same instruction word bit connected to same immediate bit for different insn formats with immediate, if possible.

yes, I thought about that, but beq doesn't match jal as far as I can see?

imm[10:5] should be in the same position for beq and jal.
