You can't beat a FORTH CPU for compactness. FORTH is basically a high level language, and can be implemented with 5-bit opcodes. Super easy compiler target too. Extra bonus: code is compact because good FORTH is a highly compressed tree.

The smallest area I have seen for an iCE40 CPU is J1a, but that's a forth processor, so not really "C compatible": http://www.excamera.com/sphinx/article-j1a-swapforth.html ….
