However, that was in the 80s.. I have no idea what kind of person Ben Carson was in the 80s, but compare 80s Rudy Giuliani to the current version. That spark is clearly gone.

Short version: He used to be pretty smart and a very successful federal prosecutor. (Also: switched from D to R in the late 70s but never was very "conservative" or partisan afair). When he returned to the public stage after 9/11 (former NY mayor) he was a very different person.
