It's a neat idea, and works fine for anything which isn't code (the author stated it's not just intended to be a code license). To be used as code license it's missing something major: waiving of your responsibilities. If your code under WTFPL does harm, I can sue you.

Just as a side note: Under Austrian law only if it is intentional or with gross negligence. (No implied statutory warranty without license fee.) But that doesn't help much in an international context of course..
