I heard it was the telecom people wanting short 32 byte cells for voice, the data people wanting more efficient 64 byte cells, so they settled on 48. But then they added a 5 byte header and you actually got 53 bytes.

The way I heard it was that French wanted 32 bytes, because that'd mean they didn't need echo cancellation equipment for calls within the country.
