I think JIT code translation from x86 and ARM to RISC-V will be the most likely way we will see this being done. An ISA extension to support JIT compiler runtimes in general is under development.
That being said, hypothetically a manufacturer with an ARM isa license may build a core that can switch between the ISAs. But I'm not aware of such a project.

Yea so heres what I'm guessing the gameplan might be. Take samsung for example. Push out new cellphones with RiscV. On platforms that need ARM, those RiscV have ARM implementations the Android/Linux kernel can bootstrap (ENTERX) into for reverse compat. New versions run on RiscV.
