One of our proposals was rejected because "the experts didn't understand in what way model checking is useful for hardware". Looks like they did not have this problem when evaluating other model-checking related proposals.https://twitter.com/ico_TC/status/1031848651314921473 …

Stanford University will get 6 Mio USD to implement SW for Formal Verification of Verilog IP. They are going to use Yosys (which is luckily freely available and of so high quality that they can use it out of the box that they even do not need support of its author) pic.twitter.com/DQSPgpCnNE

Also: Afaict everything in this slide just duplicates functionality that is already available as open source within Yosys and SymbiYosys. Our proposal was for implementing new functionality, not re-implementing functionality that's already available within another FOSS tool.

The way to win is not to play. "funny" how conferences have similar non-transparent CFP and lots of close firms get their talks in. Very similar to public funding, the modern day CFP get bended all the time.

I love the no-play part @ Your answer.Another idea is that use one's own search engine 4 indexing the various "tech reports" of universities, because they may contain THE BEST parts that R TOO GOOD 4 mainstream journals, just like with the 2013 Nobel prizehttps://youtu.be/WAQqbhgwcp0?t=31m57s …

It all depends on how the proposal is worded, just as much as its substance. Academics are very good at knowing what to write in research funding proposals to improve chances of success.

We submitted through a joined project with SRI. They and us worked on the proposal for multiple months. Their red team gave it a big thumbs up. I really don't think the problem was that we didn't know how to word a good proposal.

U do most of the work & they get the x*10^6 $? 1 scientists once told me in a priv. conv. that the sci. grant money committees R THE MOST CORRUPT branch of the Estonian government. As it turns out, it's similar elsewhere.Solution: run one's own business in stead of using grants.
