I say this only because in my experience, even reputable conferences and journals have a terrible time handling even the most obvious “same text with different authors” forms of plagiarism. Anything more subtle is a nightmare.

I guess that's publication abuse rather than plagiarism (same or nearly same authors) but still

It is self-plagiarism if you do not properly cite your own work.
