How do you make sure it's safe at closer ranges though... And comply with Protocol IV of the 1980 United Nations Convention on Certain Conventional Weapons...
Maybe just the fact that it is mounted on the end of a tall stick? (So no human eyes can be at "close range" in normal operation?) (I used to build LIDAR devices and at least there eye safety is much easier for e.g. devices mounted on airplanes for exactly that reason.)
