Perhaps in London, and that seems like the ideal – but I’m often on unstaffed trains which stop at small stations, and the trend seems to be towards less staff, not more. 
Yeah, truly depressing. That memory was from before the coalition let alone before the Tories.
But of course Braille is extremely useful regardless if one's escorted or not.
As far as I know, it's what /should/ happen, but there are gaps and fuckups, moreso on mainline and metro services than TfL (having at least one member of staff at every TfL station from first to last train helps)
