At some point, most (all?) of us have "borrowed" code from the interwebs to use in our own code and that seems fine. But is copy-pasting blocks of code from another blog and publishing it in one's own blog considered as plagerism? I see this fairly often. Thoughts?

I think it depends on the amount of code. Some code follows basic patterns, so you'll see that code most everywhere. E.g. iterating over an array seems hard to give attribution, similar to a specific word in writing a paper. But the equivalent of a full paragraph is uncool.
