This is mostly legacy & people accepting what they're taught by their mentors for as long as they continue to benefit from it. I had this argument w my advisor when I was a PhD student. The idea of making your experimental data publicly was so alien to him. It was just not done!

I don't think greed is the only thing that explains this behavior/perspective. It's fear of the unknown, being risk averse, status quo bias, etc. as well. What you know is safe.
