People have CV where they just list DOIs with no title or authors?

Not yet. It has been suggested that DOIs should be used instead of journal titles to stop people judging on journal brand/IF.

The REF judges journals, and therefore applicants, using stars.

Officially, the REF panel members judge outputs, not journals…except we know they do use metrics (including IF) as a proxy when they don’t know the exact area so well.

They use a "secret" star system to rank journals in my field(s).

I wish we were moving towards judging the contents not the container, but as the deluge of publications continues, it gets less and less likely.
