I asked one person, they said it really depends on context. I guess it's like saying "you're such a child" that sounds negative but generally "child" is neutral. However, looking at the etymology maybe there's something a tiny bit more negative!

I would definitely take that etymology with a rather generous pinch of salt! That said, the κώλος connection is not completely unlikely. Maybe the word is a clipped form of τιτσιρόκωλος, in which case the spelling should be ρόκωλος. That, too, though is not 100% certain.

I’d say that’s the case most of the time. It can also be about being disrespectful or causing trouble, but in a sense that all these come from their immaturity
