Oh, God, no. Of course words within a basic context have fixed (fuzzy, with deviations, but the mean is known to a good enough degree) meanings, that's how we communicate. Is this how you would defend somebody who used the n-word? Awful logic.

Although the receiver does not share blame for the infraction, the receiver is responsible for his/her own response, & some responses are healthier than others. A person who reacts well to interaction with a bully might come away with a new friend.

I find it a very empathic reaction to what you call a bully. Perhaps we use the word differently. I had tons of bullies in my childhood and beyond and the only reaction that has _ever_ worked well for me was in January 2016 when I finally went to the police.

A bully who commits assault should be prosecuted. In high school I was once placed head first in a tall trash can, which was then set up on a drinking fountain. Somehow though I left the situation unharmed and with the bully as a friend.

How peculiarly absurd, not to mention borderline illegal, can be suggesting that "A person who reacts well to interaction with a bully might come away with a new friend" What about with a rapist or any other CRIMINAL. Frankly, a very unfortunate comment. Correction: appalling.

Don't equate a rapist with someone who occasionally teases someone else with words. I have seen many teens/young adults develop friendships with people who bullied/teased them. Everyone was better off in the end because of how the person reacted positively.

I also notice many abusive relationships and pretty much Stockholm syndrome in certain groups, so? Being friends with abusers is a way to survive when no other options are possible.
