Does it fit neatly into an arXiv category? If yes, I'd recommend that but with caveats for those who've not submitted to it before, your manuscript must compile on their servers.

I've seen a lot of review articles in biorxiv under "new results". I was wondering the same a few months ago, but after seeing that, I also put a review article in there with no problem. Agree there should be a separate category though.
