Not sure what "easiest" means for each person. Not sure if useful to list here — but I have created the following websites using GitHub pages: http://redistrict.science , http://bradlove.org , http://oliviaguest.com , http://neuroplausible.com .

another good option (works with github pages) is using a static site generator like jekyll: write in markdown, render with a template (and lots of good ones out there you can tweak). much easier than writing something from scratch.
