I believe simulations from cognitive models can be an interesting way to develop theory, and should be publishable. Are there any arguments against this belief? Are data necessary for publication in cog sci?

It's possible (but not common) to publish simulations without data (eg. when simulation address theoretical question). IMO cogsci / psych would benefit if the need for (new) data was not so ingrained. Then it would be possible to advance substantive theory more.
