Does anybody know why sometimes @arxiv preprints aren't made available according to the timetable they have? (here: https://arxiv.org/help/submit#availability …)
E.g., item [10] published Mon, 6 Nov 2017 (https://arxiv.org/list/cs.CY/recent#item10 …) was submitted Thu, 2 Nov 2017 (https://arxiv.org/abs/1711.00885 ) — why? 
The time table says one thing, that example shows something else.

According to the time table I should be able to predict when [10] will be made available, but I can't.

Maybe it’s because of the high volume of submissions due to the date you used as an example being close to the deadline of a big deep learning conference?
