What's best place to store many big data files too big for github but needed for the repo to work? GLFS and pay? Dropbox? Something else?

Gmail account gives you 15GB free, and you can extend thatwith smart use of multiple usernames.

You can share it as easy as Dropbox. They don't need a Google account although most people have one anyway.

My case is 100s of big data files. Others have suggested
