Not citing relevant literature is an ethical lapse ≥ failure to do due diligence in data analysis. Sadly it's become common state of affairs

I find such errors in almost all papers sadly. From claiming to be the first to do something, to just ignoring the very relevant literature.

Many journals don't have a limit, but yes, it should be unlimited.
