That doesn't mean every act of touching somebody without their consent is legally actionable, but the law is pretty clear TBH.

i think the problem is "sexual intent". someone might say that they never had such intentions. i don't care - it has the same effect on me

Exactly! You don't get to judge or react to someone's intentions. Behaviors are what affect you and intentions shouldn't excuse behaviors.

Legally, sadly mens rea is important though. But the legal stuff is only being included because of the "police state" stuff.
