To clarify: Matlab to anything might be a tough jump for reasons like time, etc. Energy barriers might be > learning barriers. It's nuanced.

Agreed. But some things need to have been to be claimed as a skill. I can't get job analysing fMRI data, because I've never done that.

My job? Ability to program for small and big data (eg, Python & C) , theory build & testing, model selection, cogsci generally & modelling.
