So I'm not sure he had any real legal rights in that situation... he would have been deported back to the UK instead of home... probably.

Yeah, he couldn't actually say: "I'm also a citizen of the Republic of Cyprus" so he kept repeating "my mum is waiting" it's kind of sweet
