Given it is in a preprint (I assume all the graphs above are?) I don't think you can scoop him anyway.

The linked preprint doesn't include the one with Mandarin. Conference paper I think. Wouldn't want to scoop anyway though

Conference paper/proceedings stops you scooping too. It's when it's not formally released that's the "problem" and people can scoop you.

Although to be honest, scooping occurs within a journal's peer review process too.
