Seems silly to have a bound/metric. 5% can be too much. Sometimes 50% is correct. Appropriate referencing is appropriate referencing.

Context certainly matters! There can undoubtably be contexts in which higher self-citation rates are warranted.

This kind of thing bothers me cos some people have a coherent research programme going in their lab and need to cite past work.
