inclusion into all that we do, (4) reward positive behaviors, and so on. Cant control the few voices who act out of line with these values >

Unless there's clear harassment. In which case, we confer and enforce the COC. Satire and memes *are* unwelcoming, that much is clear now

Police the verb (2nd definition: http://www.oxfordlearnersdictionaries.com/definition/english/police_2 …) certainly in my opinion is what you described.

Regardless, if you can't control the bad actors by enforcing norms and underlining the CoC, there's a problem.

Sexist memes on the conference hashtag is probably something that's contraindicated by any sensible CoC, if not in writing then in spirit.

The positive take-home message is that communities out there exist where sexist and other undesirable -isms are indeed kept in check.
