It's essentially a registered report without an intention of doing the actual experiment.

Because sometimes one has a good idea but not the time or ability to run the experiment. This lets someone else take idea and run with it

Yep, and it's up for grabs to anyone to run with. It's also a vehicle for senior ppl to communicate ideas to students in other labs

Ideas = specific prediction of how an experiment would turn out based on a theory. Or maybe just a clever exp. idea one had in the shower

So more hypothesis then? OK, I see. And why would somebody share a good idea for an experiment as opposed to just doing it?

Those people are also too busy :) But also many advantages of seeding ideas widely across field, rather than saying in own sub-network
