Does keeping eg poachers away from vulnerable species count as privacy?

I would say that is maybe a security reason to discuss a controlled access to data.

Also there's reasons to wait until the project is finished or published (preprint deposited etc) which aren't about privacy exactly either.

Actually there are some brave that release data ahead of publication. Others can use but not publish until owner of data has published first

It's based on trust + pre publication of the data on some website giving you a DOI. Usage of data should be possible according to licensing

We release our data on a case by case basis of people asking for it generally, bc we don't really want people finding our study animals

That's make absolutely sense and it's a reason to have a certain level of control to access to data.

Great, that's useful. I think it would be tough to convince collaborators who collect data to do that but great to know it exists!
