I would say that is maybe a security reason to discuss a controlled access to data.

Also there's reasons to wait until the project is finished or published (preprint deposited etc) which aren't about privacy exactly either.

Yes we are talking about publishable data. Problem is many dataset are not completely shared even when no security / privacy issues exists
