The first, not the second, but also how data can be reused ethically. Like an ethics board. For example, you can't use big data for HBD BS.

In the same way we have ethical for non open data. Like patient doctor confidentiality, etc.

This is such a thorny issue and I don't know the answer. It's even difficult in communities with formal membership (who decides violation?)
