Definitely. The bar for publication quality will be about the same, but having it in a themed issue may well help improve visibility

No idea. On the other hand, the competition part is the editor's decision, which you probably get to find out fast from a letter of interest

Yeah. I've got a kind of internal deadline end of this month, journal deadline end of next month; so I'll make a decision about letter soon
