I'd never go to the landlord without speaking to the neighbours first. That said I doubt there's much they can do about their dogs barking

Our dogs are incredibly well trained, they still bark sometimes. Depends if they're being left on their own also.

Yeah definiteley worth speaking to them, they should be teaching their dogs to be quiet on command given they live in a flat!
