Bullies should be held accountable of course. It's just very complex — I believe that case-by-case basis is the only way that makes sense.

Which is why that's how it's done in practice too, one reports a case or series of incidents. Altho ofc in practise bad things happen too...

I think speaking generally about how "bullying is bad" is obviously fine but it's basically a truism that no bully would dare disagree with.

This is why talking without examples about such issues e.g., bigotry, abuse, doesn't really work. Perpetrators won't voice disagreement.
