Another option: PIs, admins, anyone who learns of harassment could systematically record and report?

So yeah in an ideal world admin and PIs should report it, but in the word we live in their behaviour is closer to ignoring and promoting it.

I have only been at UCL for a few months but can attest it's much more professional than previous places I have worked in many respects.
