So yeah in an ideal world admin and PIs should report it, but in the word we live in their behaviour is closer to ignoring and promoting it.

Really? If I *don't* report plagiarism, I will get in to severe trouble myself (and will be seen as an accomplice).

Actually, a PI not reporting harassment *should* be seen as an accomplice as well, as far as I am concerned.
