Yup. I'm starting to refuse reviewing papers that all figures at end. Or I just ignore them.

Seriously? Never happened to me. I usually note in cover letter that I submit a form suitable for reviewing, but will "happily" change later

The decision of where to submit manuscripts esp ones from my phd is not under my control in any meaningful way.
