familiarity with GDAL will help, most packages use it one way or another, colleagues swear by Iris and Cartopy

I'd say R has edge on Py here, but it's as massively confusing and fragmented, leaflet and GeoJSON and GDAL v. imp. common ground

oh thanks for help — to clarify I'm using the USA census' citySDK so I'm using Python and JS. No R API anyway.
