not all code is readable like this. Also, even though you can read some code, the license does not allow you to change/reuse it.

no, I mean MATLAB does not allow you to read it. Happens on a lot of the toolboxes.

Even if you can read it, that is only useful for auditing the code, since the license doesn't allow you do do anything else

You have to pay a licence fee for commercial usage. The source is not available to amended. Matlab is proprietary. Not a problem.

Matlab wants to be proprietary, that is their business model, people take it or leave it. Many leave it and use a Python stack.
