not sure I get what they were doing couldn't they just define rules for the objects to have certain IDs?

and not do it via a licence? Or I guess this was just an excuse... to have a restriction on the code regardless?

it is a highly irregular thing, akin to, say, organic molecules. providing a set of rules to produce unique id is hard
