      oh so you mean that the amount of work required within a grant in order to get it funded has to be > than 1 person can do?

      I have looked around. Goal: get funding for one PhD student. Impossible as far as I can see.

          the German science foundation still has single investigator grants, IIRC, but the success rates are <<< big project grants

          In France you can ask for 1 thesis funding via an "ecole doctorale" but that's a political channel, not a scientific one.
