meaning they can make as much money as they like as no cap means any concept of "matching" makes no sense

yes unis get money per student from the government but they can change ANYTHING for international students

I didn't realise that, so I guess it depends on the university to charge more "overall" for international students.

yes, hence why international students are welcomed with terrible english and then not given english lessons
