Yes, it applies to cycling in a cycle-friendly town e.g. Oxford @ normal (slow) speeds. I think stats tell this story quite clearly. @jtth

totally. Where I’m from there was a helmet less culture of folks who could/would go 45mph on a fixie w/o a helmet
