When you use someone's software, please mention the authors and give a proper cite. Many hours of work go into making software easy.

It is annoying to read people asking for special citation types for data, when people often don't even cite software at all.

Yes but TOP will make them more salient in journal policy & shd improve compliance (if high enough level is adopted)

Out of curiousity, how far should we take this. Should I cite SPSS? Excel/R? Also if only for data management?

I think R should be cited, the core team has explicitly requested that (eg. https://stat.ethz.ch/pipermail/r-help/2014-October/422975.html …)
