I think that's the sort of phrase they tend to avoid using on Wikipedia because it's often a matter of contention. Unfortunate, but I understand why it is.

It doesn't; the intentions of political actors are often beyond the scope of Wikipedia - historians of the conflict / biographers of Sampson will have different interpretations of things like that. Probably difficult to find acceptable consensus. (That would be my guess)
