How someone responds to assault is not even relevant. If a person got mugged, would we ask him/her why didn't you punch the mugger into submission? I doubt it. More likely, we would be advised to just cooperate to minimise getting hurt. Why different standards?

It's as if we were saying, the person who got mugged didn't deserve to get mugged, even if they didn't try to defend themselves. But the person who was sexually assaulted did deserve to get sexually assaulted UNLESS they can prove they fought back. Why the difference?

Pop sociology hypothesis? They (regardless of gender) are averse to imagining it might happen to them & thus are both less mindful of their words (not thinking about your experience first) & also self-soothing by voicing a “solution” that protects their illusion of control

Pop psychology darker version: they assaulted people and want to logic themselves out of it with affirming the consequent (which is a formal fallacy). They believe "if assault then kick in balls".

But they also believe "wow, based on this it sounds like I might have assaulted somebody" and "oh, but it's fine, I probably didn't because nobody has ever kicked me in the balls".

That's very true! It can make perpetrators think it's ok to do what they do because their victim did not cover them in bruises.
