I've no knowledge about any of this and am properly just interrupting, but I wanted to say that my impression is that a special issue proposal is often quite a low threshold and if you have an idea it might be worth just sending them something to see if they're interested.

Depending on their disposition you could just try an email that says that :) they might be able to accept a late abstract, and then if you don't end up writing a paper nobody's lost anything.

Deadline for abstract submission has been extended to the 15th. I received a pdf on this by email just now - so the link I posted is out of date. Sorry. Deadline for the first submission is November. May be worth writing them.
