IMHO, it is largely because in the UK obeying the law is a matter of fear not understanding, heavily reinforced by the panoptical, hypermoralizing approach of the press. If people behaved well to others out of understanding not fear, they'd take this abroad with them.

Totally... I was quite surprised at the behavior of Brits on holiday in the Mediterranean when I first encountered it.

Got off the plane in Cyprus to see a very nasty fight of a couple, which felt it could have turned violent at any minute.

I was in Croatia at a festival and sitting on a rocky cliff by the sea. This lad comes barreling along, knocks over our drinks and would have run off the cliff to massive injury if my friend hadn't caught him. As if by explanation the only thing he said was, "I'm from Sheffield!"

Majority of Britons behave like normal people while traveling. Unfortunately though Britons are overrepresented when it comes to poor behaviour abroad. I think anyone who has lived / traveled in eastern or Southern Europe has horror stories
